Have I not commanded you? Be strong and courageous. Do not fear or be discouraged, for I, your Father, am with you wherever you go."

What Joshua 1:9 means
Joshua 1:9 is our Father speaking to Joshua as he takes over from Moses: “Have I not commanded you? Be strong and courageous. Do not fear or be discouraged, for I, your Father, am with you wherever you go.”
Joshua had every reason to be afraid. Moses, the only leader Israel had ever known, was gone, and ahead lay the Jordan and a land of fortified cities. Three times in a few verses our Father tells him to be strong and courageous. Courage here is not a feeling Joshua has to produce. It is a command, and it comes with a reason attached.
The reason is presence: “I, your Father, am with you wherever you go.” The verses just before it show where strength comes from: keeping our Father’s word on his lips and thinking on it day and night. Joshua’s courage is not self-confidence. It is trust in a Father who goes with him into places he has never been.
Joshua 1:9 in context
6 "Be strong and courageous, for you will lead these people to inherit the land I swore to their ancestors I would give them.
7 Only be strong and very courageous, careful to obey all the law Moses my servant commanded you. Do not turn from it right or left, so you may succeed wherever you go.
8 Never let this Book of the Law leave your lips; think on it day and night, to carefully do all written in it. Then your way will thrive and you will succeed.
9 Have I not commanded you? Be strong and courageous. Do not fear or be discouraged, for I, your Father, am with you wherever you go."
